Saint Paul snow emergency parking rules

A Saint Paul snow emergency has three phases. It begins at 9 p.m. on the day it is declared with the Night Plow: main streets, all of downtown and one side of north-south residential streets are plowed overnight. The Day Plow follows from 8 a.m. to 5 p.m. the next day, on both sides of east-west residential streets and the other side of north-south ones. Crews then clean up for the rest of the 96 hours.

Night Plow Routes have signs that say "Night Plow Route" or "Night Plow Route this side of street". Day Plow Routes have no signs: they are the streets, and sides of streets, without Night Plow Route signs. Downtown is a Night Plow area even where there are no signs.

Cars parked against the rules can be ticketed and towed for 96 hours after the snow emergency begins. During the first 24 hours, the City offers free parking from 5 p.m. to 5 p.m. at the Block 19 Ramp, 145 E 7th Street, downtown. To check a specific street, use the City's snow emergency parking map or call 651-266-PLOW (7569).
